On Winning the 2013 Bronze Knighton Award

Established in 1985, the Association of Local Government Auditors (ALGA) is committed to supporting and improving local government auditing through advocacy, collaboration, education, and training. Promoting the highest standards of professional ethics, its active membership includes approximately 300 local government audit organizations.

The AGLA’s Knighton Award has been awarded annually since 1995 in recognition of outstanding performance audit reports produced by local government audit offices. Selections are made by judges from peer organizations who review audit reports from around the country and announce the winners of the prestigious awards the following year.

The recipient of the 2013 Bronze Knighton Award in the Medium Shop Category was the City and County of Honolulu’s Office of the Auditor for their report: Audit of the Real Property Assessment Division. The Auditor’s report was evaluated on 5 criteria:

(1) an audit scope that has the potential for significant impact, and is responsive to the needs and concerns of decision-makers and/or the public;

(2) audit conclusions that are persuasive, logical, and firmly supported by the evidence, which was gathered using appropriate research methods and tools;

(3) audit recommendations that are feasible, and will make government programs more effective and efficient;

(4) audit results that are communicated in a clear, concise was; and

(5) an audit scope, methodology, recommendations, or report format that is innovative.

Auditor Edwin Young and his staff are to be commended for their excellent work. Their diligence and dedication and devotion to quality work has brought them a well-deserved recognition.

Therefore, on behalf of the People of the City and County of Honolulu, the City Council congratulates and recognizes the Office of the Auditor as the recipient of the 2013 Knighton Award. Furthermore, the Council expresses its appreciation for such outstanding work and offers its best wishes for the success of the Auditor’s Office in all its future endeavors.
