New Refuse Collection Schedules to Start June 6, 2016

Newly structured refuse collection routes will be implemented the week of June 6, 2016 by the Department of Environmental Services (ENV). Route schedule changes will affect almost 15,000 of the 160,000 homes receiving city automated collection service on Oahu.

Every year, ENV submits to United Public Workers (UPW) and their refuse employees the new routes for route selection and implementation in January.  There have not been route selections in the last couple of years because ENV is trying to make some substantial changes to run a more efficient operation and hopefully see a reduction in overtime.

This has adversely affected some of our district constituents because ENV could not add carts to existing routes due to the routes being at overcapacity (1000 max per UPW contract).  With the new route implementation, ENV will try to accommodate requests for additional carts but please understand this cannot be a guarantee.  ENV has a set amount of resources (vehicles, employees, etc) and at times the routes cannot expand substantially because of these finite resources and union contract constraints.  ENV will make every effort to accommodate requests though.

As a result of restructuring the routes, setout days will change for about 15,000 people.  The notices were sent to constituents that will be affected. Here is the break-down:

Mon/Thu             3,829     Wahiawa, Kaneohe, Waianae

Thu/Mon             1,035     Wahiawa, Waipahu

Tue/Fri                1,683     Mililani

Fri/Tue                2,095     Mililani, Kailua, Pearl City

Wed/Sat              6             Honolulu

Wed/Sat              2,709     Mililani, Haleiwa, Waialua, Kailua, Kaneohe

Sat/Wed              3,368     Mililani, Makakilo, Kapolei, Kailua

If you did not receive a postcard then your collection schedule has not been changed.  There are a total of 160,000 households that receive automated service but only 15,000 will be affected. However postcards were mailed to street addresses only and not PO boxes.  Those postcards returned undeliverable because the address does not have a mailbox will be hand delivered.

New collection schedule calendars will be posted online at www.opala.org on June 3, 2016 when the current calendar will be taken down. If you have any questions regarding your refuse service, call ENV at 768-5220. Maps of the affected areas.
